The USCF Delegates are in the second day of the Annual Meeting. Earlier, the governance body took up the issue of State Chapter rules and the new Advanced Delegate Motion (ADM) with additional duties, restrictions and enforcement procedures.  Delegates referred the motion to the States Committee for further review and recommendation.

Frank Berry and Jim Gray serve on the States Committee and should present a balanced view of the scholastic issues within the proposed motion. The proposed Advance Delegate Motion, among other things, requires the State Chapter to sponsor the scholastic championship and restricts the use of alternative rating systems.

Currently, the OCA Policy Board doesn’t support the draft language or the proposed rule changes. The rationales for the newly proposed State Chapter penalties are suspect and likely unnecessary in a not-for-profit Federation.

A quote from President Eisenhower on leadership seems to apply to the hastily written State Chapter ADM. The great war time leader gave his wisdom in the common sense statement “You do not lead by hitting people over the head. That's assault, not leadership.” Simply, the Federation should produce better legislation than leading with sticks instead of carrots in the proposed ADM. 

Guy Hoffman has served the Federation at least since 2003 as Chairman of the important States Committee.  I have every reason to believe his team improves on the proposed State Chapter guidelines and rules for approval by the Delegates at the 2011 Annual Meeting.
