20 July 2003 Bylaws changes include:

• Updated regular and youth membership dues to $10 and $5, respectfully, reflecting recent practice.
• Per the vote of approval at the 2003 Annual Members Meeting, in Section IV.7 Duties: Policy Board:, item a) was deleted which stated "All members of the Policy Board shall organize two USCF rated tournaments annually requiring OCA membership." Items b) and c) were moved upward in the lettering sequence to fill the void.
• Per the unanimous vote of approval at the 2003 Annual Members Meeting, Section VI.9. was added stating: "The Oklahoma Scholastic Chess Organization is the official State scholastic chess organization responsible for the oversight of scholastic chess issues and State scholastic chess championship tournaments."
