Minutes from OCA Policy Board Meeting on January 14, 1996

Meeting was called to order at 2:13 PM by Jim Berry.

The first item on the agenda was to address revisions to the OCA By-Laws.

Discussion around item IV.2 of the OCA By-Laws resulted in a revision. There vision was to delete the last two sentences of the item and add in a reference to the Immediate Past President. The revised section reads:

IV.2 Composition: The Board shall be composed of the President, Vice President, Secretary/Treasurer, and three Members at Large elected by the membership of the Association, and the Immediate Past President.

Discussion then ensued regarding the wording of section IV.6. As a result of the discussion, the revised section reads:

IV.6 Terms: The terms of the elected Policy Board members shall begin upon their election and shall continue until the Annual Meeting in the year in which their term expires. The Members at Large shall have terms of approximately one year. The President, Vice President, and Secretary shall have terms of approximately two years. The Immediate Past President shall remain a member of the Policy Board so long as he/she remains Immediate Past President.

Discussion around section IV.9 resulted in the replacement of the words "membership in a special meeting" with the words "Policy Board". The new section reads:

IV.9 If a vacancy occurs in any elected office, a successor to serve the unexpired term shall be nominated and elected by the Policy Board, except that a vacancy in the office of President shall be filled by the Vice President.

Discussion of section IV.5 resulted in the deletion of the last sentence "A special election may be called in the case of a vacancy in the Board". The revised section reads:

IV.5 Elections: All OCA elections shall occur at the Annual Meeting. A plurality shall elect the nominee.

Discussion of IV. 12 resulted in the replacement of "all OCA members" to "all USCF and OCA members". Also, "only players residing" was replaced by "only OCA members residing". These changes were carried also in to Section IV. 13. These sections read:

IV. 12 The OCA shall promote an annual state championship tournament. This tournament shall be known as the Jerry Spann Memorial. This tournament shall be open to all USCF and OCA members, however, only OCA members residing in the state of Oklahoma shall be eligible to receive the title and trophies for Oklahoma State Champion.

IV. 13 The OCA shall promote an annual state class championship tournament. This tournament shall be known as the Oklahoma Class Championship and hall consist of no less than five sections. These sections shall be composed of players with similar ratings. This tournament shall be open to all USCF and OCA members, however, only OCA members residing in the State of Oklahoma shall be eligible to receive the title and trophies for Oklahoma State Class Champion for their section.

Discussion of VI.6 resulted in striking the words "(1967 revision)". This section reads:

V1.6 Procedure: "Robert's Rules of Order" shall be used at all meetings of the membership and the Policy Board.

Discussion then centered around assigning responsibilities for the organization of the various tournaments in the State. The Jerry Spann Memorial was scheduled for late July, the State Team Tournament for the middle of August, and the Class/Speed Championship for the middle of November.

It was noted that the format for the Jerry Spann was spelled out in the OCA By-Laws and in a motion passed at the Policy Board Meeting held on 11/1211995. It was also further noted that the format for the State Class Tournament was spelled out in the OCA By-Laws.

The format for the State Team Tournament was discussed and resolved to be:

Three man teams with an average rating between 1500 and 1800. The difference between the rating of board one and board three must be less than 1000 points. The June rating supplement will be used. No unrateds will be allowed. The time control will be game and 2 hours. There will be five rounds, three on Saturday and two on Sunday.

The final item for discussion was the addition and scheduling of the Oklahoma Quick Chess Championship, to be held the middle of September in the Tulsa area. It was resolved the tournament would be a one day event with nine rounds
